Over 4,400 requests for *entire buildings* without heat or hot water, and another 2,293 for *single apartments*? That’s nearly 7,000 complaints, just in the last reporting period. And it ain't even December yet!

Here's the thing: it’s the law. Landlords gotta provide heat and hot water during specific months. But every year, we got folks freezin' in their own damn homes. This ain't some new luxury, it's a basic human need, especially when the temps drop like a stone overnight.
